Process Upset and Overfilling of Emulsion Tank (TANK 1201B – BRAVO) from the “STATIC HEAD” of the Drainage Tank, which led to an Overflow and Spillage of a mixture of Oil and Water (Emulsion) within the Farm Tank, after a Power Outage at the Terminal.
