THE CAUSE OF SPILL WAS AS A RESULT OF SABOTAGE SINCE THERE WAS VISIBLE CONE INSTALLATION ON THE FACILITY. THE AREA OF IMPACT WAS OUTSIDE RIGHT OF WAY. VEGETATION AND SURFACE WATER WERE IMPACTED
