THE CAUSE OF SPILL WAS AS A RESULT OF SABOTAGE SINCE THERE WAS A VISIBLE INSTALLATION OF 4'' VALVE ON THE FACILITY. THE AREA OF IMPACT WAS WITHIN COMPANY RIGHT OF WAY. VEGETATION WAS IMPACTED
