The Joint Investigation Team (jit) noticed there was a pool of crude oil on the ground coming from the spill point as at the time of JIV. The 8" pipeline was laid in a trench which was used as a structural control in place. Upon exposure of the incident point, a 1" ball valve was connected to a drilled hole on the 8" pipeline with a diameter of about 1.5" at 12 O' Clock position by unknown person(s) for the purpose of theft as at the time of JIV. The facility was shut-in as at the time of JIV. Repairs were effected immediately after the JIV.
