Illegal 2" nipple attached on the 18" pipeline at 12O'clock position with a 2" ball valve connecting an illegal 2" pipeline and a 3" flange connecting an illegal 3" pipeline to the 2" pipeline and a second 3" ball valve connected to the 3" pipeline. Oil stained soil surface seen within company's facility ROW.
