1) The JIT noticed the facility was shut-in before the investigation. 2)Upon exposure of the flowline, the JIT noticed a 30mm long hacksaw cut was inflicted on the 4" flowline at 8-10 O' Clock position by unknown person(s) for crude oil theft purpose. 3) The JIT noticed, the impact was within and outside the companies RoW.
