On reaching the site, the JIT observed an already dug trench with pool of fresh crude, supposedly for bunkering activities. Further probe after excavation showed A 2" ball valve connected to a 2" pipe with a wooden plug were illegally connected to the 20" Pipeline at 12 O'Clock position.
