THE SPILL WAS DUE TO SABOTAGE SINCE THERE WAS A VISIBLE INSTALLED 4'' BALL JOINT ON THE FACILITY. THE SPILL WAS OUTSIDE RIGHT OF WAY. VEGETATION WAS IMPACTED.
