THIS INCIDENT WAS REPORTED TO BE NON LEAK BUT AFTER EXCAVATION, THERE WAS A 3" BALL VALVE AT 12 O' CLOCK POSITION AND THE POINT DURING JIV WAS FOUND LEAKING.
