A 3 mm HACK SAW CUT WAS OBSERVED AROUND 10 O' CLOCK POSITION ON the 10'' DIEBU-NUN RIVER DELIVERY LINE. A FRESH CRUDE OIL SLICK FLOATING ON ADJOINING CREEK WAS ALSO OBSERVED TO HAVE RESULTED FROM UNDERGROUND SEEPAGE. SURVEILLANCE OF FACILITIES AROUND THE AREA IS RECOMMENDED.
