The excavation was carried out manually and at the point of which the 4" pipeline was exposed, the JIT observed a 15mm hacksaw cut at 10:30 0'Clock position of the pipeline done by an unknown person. There was a spill recorded as at time of JIV. There was an impact within and outside the company's right of way. Repair was done by clamping.
