1. • 3’’ ball valve with an attachment of 2’’ pipe connection was installed on the pipeline at 12 O’clock position by unknown persons 2. • Prior to mechanical exposure of the spill point, there were patches of areas impacted by the spill 3. NAOC ROW and surrounding vegetation impacted.
