THERE WAS A CONCRETE GROUTING ON A PREVIOUSLY CONNECTED THEFT VALVE ON THE 20'' KOLO CREEK PIPELINE. THE SPILL IS ON THE INSTALLED SABOTAGE VALVE. THE SPILL AFFECTED ADJOINING SEASONAL SWAMP WITHIN THE AREA.
