THE SPILL INCIDENT WAS AS A RESULT OF SABOTAGE SINCE THERE WAS VISIBLE HACKSAW CUT ON THE FACILITY. THE AREA OF IMPACT WAS OUTSIDE COMPANY RIGHT OF WAY. VEGETATION WAS IMPACTED
