THE SPILL INCIDENT WAS AS A RESULT OF OPERATIONAL ERROR SINCE ENVIRONMENTAL BARGE WAS SUBMERGED DURING OPERATION. THE AREA OF IMPACT WAS OUTSIDE COMPANY RIGHT OF WAY. FARMLAND, VEGETATION AND SURFACE WATER WERE IMPACTED
