THE CAUSE OF SPILL WAS AS A RESULT OF SABOTAGE SINCE THERE WAS VISIBLE CUT WITH A CUTTING DEVICE ON THE FACILITY. THE AREA OF IMPACT WAS OUTSIDE COMPANY RIGHT OF WAY. VEGETATION AND SURFACE WATER WERE IMPACTED
