THE CAUSE OF SPILL WAS AS A RESULT OF SABOTAGE SINCE THERE WAS VISIBLE VANDALIZATION OF THE WING VALVE ON THE FACILITY. THE INCIDENT WAS A NON- LEAK POINT.
