THE CAUSE OF SPILL WAS AS A RESULT OF SABOTAGE SINCE THERE WAS A VISIBLE HACKSAW CUT ON THE FACILITY. THE AREA OF IMPACT WAS OUTSIDE COMPANY RIGHT OF WAY.
