THE CAUSE OF SPILL WAS AS A RESULT OF SABOTAGE SINCE THERE WAS A VISIBLE 2'' FLANGE VALVE INSTALLATION ON THE PIPELINE. THE AREA OF IMPACT WAS OUTSIDE COMPANY RIGHT OF WAY.
