THE SPILL WAS AS A RESULT OF SABOTAGE SINCE THERE WAS A VISIBLE INSTALLATION OF 2'' FLANGE VALVE ON THE PIPELINE AT 12 O'CLOCK POSITION. THE AREA OF IMPACT WAS WITHIN COMPANY RIGHT OF WAY. VEGETATION WAS IMPACTED.
