THE SPILL WAS DUE TO SABOTAGE SINCE THERE WAS A VISIBLE HACKSAW CUT ON THE FACILITY. THE SPILL WAS OUTSIDE RIGHT OF WAY. VEGETATION WAS IMPACTED.
