THE SPILL WAS DUE TO SABOTAGE SINCE THERE WAS VISIBLE CUT OFF OF THE PREVIOUS REPAIRED CONE ON THE FACILITY. THE SPILL WAS OUTSIDE COMPANY RIGHT OF WAY. VEGETATION WAS IMPACTED.
