THE SPILL WAS DUE TO SABOTAGE SINCE THERE WAS VISIBLE HACKSAW CUT ON THE FACILITY. THE SPILL WAS OUTSIDE COMPANY RIGHT OF WAY. VEGETATION WAS IMPACTED.
