THE INCIDENT WAS DUE TO SABOTAGE SINCE THERE WAS A VISIBLE DRILLED HOLE ON THE FACILITY. THE SPILL WAS OUTSIDE COMPANY RIGHT OF WAY. VEGETATION WAS IMPACTED.
