THE SPILL WAS DUE TO SABOTAGE SINCE THERE WAS A VISBLE 4" BALL VALVE INSTALLED ON THE FACILITY BY UNKNOWN PERSON. THE SPILL WAS OUTSIDE COMPANY RIGHT OF WAY. VEGETATION AND SURFACE WATER WERE IMPACTED.
