THE SPILL WAS DUE TO EQUIPMENT FAILURE SINCE THERE WAS A RUPTURE CAUSED BY SAND ABRASION ON THE 2'' PIPE WELDED TO THE CHOKE AT 1 O' CLOCK POSITION ON THE FACILITY. THE SPILL WAS WITHIN COMPANY RIGHT OF WAY.
