THE SPILL WAS DUE TO SABOTAGE SINCE THERE WAS A VISIBLE INSTALLATION OF 3'' BALL VALVE ON THE PIPELINE. THE AREA OF IMPACT WAS OUTSIDE COMPANY FACILITY.
