THE SPILL WAS AS A RESULT OF SABOTAGE SINCE THERE WAS A VISIBLE INSTALLATION OF 3'' VALVE ON THE PIPELINE. THE AREA OF IMPACT WAS WITHIN THE COMPANY RIGHT OF WAY.
