THE SPILL WAS DUE TO SABOTAGE. THERE WAS A VISIBLE RE-ENTRY ON THE PREVIOUS REPAIRED POINT. THE AREA OF IMPACT WAS OUTSIDE COMPANY FACILITY RIGHT OF WAY. FARMLAND, VEGETATION AND CROPS WERE IMPACTED.
