THE SPILL WAS DUE TO SABOTAGE SINCE THERE WAS A VISIBLE CUTOFF OF CONE ON THE PREVIOUS REPAIRED POINT ON THE PIPELINE. THE AREA OF IMPACT WAS WITHIN COMPANY FACILITY RIGHT OF WAY. SURFACE WATER WAS IMPACTED.
