THE SPILL WAS DUE TO SABOTAGE SINCE THERE WAS A VISIBLE 3'' VALVE INSTALLATION ON THE PIPELINE. THE AREA OF IMPACT WAS OUTSIDE COMPANY FACILITY RIGHT OF WAY. VEGETATION WAS IMPACTED.
